In 2013, GIZ appointed us as services provider to the EUEI Partnership Dialogue Facility (EUEI PDF) to help it in its mission to provide operational and logistical support to the Africa-EU Energy Partnership (AEEP). The main objective was to evolve and operationalize the AEEP Monitoring Tool (prepared by Cross-border Information in a previous project) to measure progress towards meeting the AEEP’s political targets over time until 2020.

Data collection and metrics included increases (or decreases) in energy infrastructure; fuel supply (including renewables); generating and distribution capacity; energy access (including affordability); energy efficiency and energy legislation. This required developing the methodologies for collecting and assessing baseline data as well as different methodologies for collecting data that indicates improvements in (or the deterioration of) energy infrastructure, supply and access across the continent.

As well as developing the monitoring, this work also involved designing, writing, delivering and presenting a First Monitoring Report in 2013 at the Second High-level Meeting of the AEEP.
