Iraq: Economic development councils take control away from ministries

The government is planning to set up a development council with its own financial resources to run major infrastructure projects, in an effort to wrest control away from individual ministries. The idea is still in its formative stages; a law has been drafted and is under review by Prime Minister Adel Abdel-Mahdi. The plan has yet to be put to the full cabinet for approval, but that is expected to happen in the coming weeks. After that, it will also need to be approved by parliament.
